Noella Bigirimana (Chair)

Rwanda

Noella Bigirimana serves is Strategic Advisor to the Director General at Rwanda Biomedical Center – Rwanda’s national health implementation agency – which leads national health implementation programs, including the ongoing COVID-19 response.

Noella recently served as Rwanda Government Fellow at the World Economic Forum – Centre for the Fourth Industrial Revolution, where she focuses on co-designing policy and governance approaches to adopt emerging technologies like precision medicine in Rwanda. She has previously worked as a health policy consultant with the World Health Organization and USAID-funded projects in Rwanda and Guinea-Conakry in the post-Ebla period.

Noella is a Global Shaper in the Kigali Hub, and a contributor at the Future Africa Forum. She received her Bachelor’s degree in Human Biology, Health and Society from Cornell University and a Master’s degree in International Health Policy and Management from the Heller School at Brandeis University.
